Consultation
Consultation is an essential part of the development of the White Paper on Crime.
In 2009, the Department of Justice and Equality commenced extensive and inclusive consultations as part of the White Paper on Crime process, utilising a variety of formats. This consultation process provided members of the public as well as relevant public agencies and other interested bodies with the opportunity to contribute fully to the development of the White Paper.
A key element in the consultation process was the publication of four discussion documents which provided structure to the very broad range of issues examined as part of the White Paper process.
The first discussion document was published in July 2009 and dealt with crime prevention and community safety. The consultation process sought written comments on the issues raised in the discussion document and in late 2009 the Department organised a series of regional seminars with community groups and other stakeholders. A report on the outcome of these discussions, together with a summary of the written submissions received, was published in January 2010. The second discussion document dealing with criminal sanctions was published in February 2010. Again, members of the public and interested parties were invited to contribute written submissions in relation to the issues raised in this document. In May 2010, the Department held a consultation meeting in Dublin Castle to which a wide range of voluntary and community organisations, statutory bodies and other key stakeholders were invited. A report on the outcome of this meeting, together with a summary of the written submissions received was published in August 2010. The third discussion document dealing with the issues surrounding organised and white collar crime was published in October 2010. Written comments on the issues raised in this discussion document were invited and a consultation meeting on White Collar Crime was held in Dublin in November 2010. A summary of written submissions, as well as a report on the consultation meeting were published in April 2011. These documents are available in PDF format or as html from the links below. A fourth discussion document, dealing with the relationship between the community and the criminal justice system, was published in June 2011. Written comments on the issues raised in this discussion document were invited and an overview of submissions received was published in December, 2011. Regional consultation meetings on the issues raised in the document were held in May and June 2011. A report on the proceedings of these meetings was prepared by the Institute of Public Administration (IPA) and was published in August 2011. Fourth Discussion Document 'The Community and the Criminal Justice System'

Report on the Consultation Session with Older Citizens on the Issue of Crime
A consultation with young people was also held in November 2010. In April 2011, the Department published a report of the consultation session, which was drawn up by Coexist Ltd in conjunction with the Department. Copies of the report have been circulated to a wide range of youth organisations and submissions were invited. The report is available in PDF format or as html from the link below. The White Paper on Crime consultation process has now concluded and the White Paper incorporating a National Anti-Crime Strategy is due for publication in 2012.
